A transfer embargo slapped on newco Rangers as a condition of their entry into the Scottish Football League will be delayed in order to allow the team to buy in new players for the forthcoming football season.
 
The ban, handed down by an SFA panel after the oldco Rangers were found guilty of bringing the game into disrepute, will not kick in until after the transfer window closes.

The 12-month transfer embargo will begin on 1 September and end on 31 August 2013, and was described as “a primary condition” of gaining membership of the SFA.

However critics will argue that the ban is effectively worthless as the delay in enforcement leaves the new team free to sign players and strengthen Ally McCoist’s squad, weakened by the departure of many former key players.

The Ibrox manager has lost several players such as Allan McGregor, Steve Davis, Steven Naismith, Kyle Lafferty and Steven Whittaker.  

The ‘suspended’ ban gives McCoist five weeks to find new players to help him strengthen his squad as his team get ready to face their first season in the Scottish Third Division.

The embargo was re-applied despite a judge ruling that the SFA did not have the legal authority to do so.  Two members of the original SFA panel who imposed the bans have since resigned from their panel roles.

However there was uncertainty over the agreement, after reports suggested that SPL clubs were seeking further sanctions against the Ibrox club.  It also emerged that any deal to allow a newco Rangers to play in the Third Division needed the approval of those same SPL clubs as well as other interested parties.

Administrator Duff and Phelps, which still controls the oldco Rangers, Sevco, the Scottish Football League, the SPL and SFA must all agree the package to allow the new Rangers to play in the coming season.

Last night the SFA released a statement which read: “The Scottish FA can tonight clarify the position surrounding the outstanding Appellate Tribunal related to Rangers FC Oldco.  It has been agreed with Sevco Scotland Ltd that the registration embargo will be accepted as a primary condition of a transfer of membership.

“It is necessary to complete the judicial process following the determination by Lord Glennie in the Court of Session that required the Independent Appellate Body to revisit available sanctions relating to Oldco, having been found guilty of bringing the game into disrepute.

“The Scottish FA indicated to Sevco Scotland Ltd that they had to accept responsibility for any sanctions arising out of this case as a condition of transfer of membership.

“Rather than convening the Appellate Tribunal to determine from the sanctions available to it, the company directors of Sevco Scotland Ltd have chosen to accept the 12-month registration embargo. This embargo will begin on 1st September 2012 and end on 31st August 2013.”

“Sevco Scotland Ltd have also undertaken to accept all other outstanding conditions relating to Oldco’s charges of bringing the game into disrepute.  The conditional offer of transfer will now be submitted to the Appellate Tribunal for its consideration.

“This will form part of the approval process for the transfer of membership which, once approved, will enable Rangers FC to take a considerable step towards participating in Irn Bru Division Three.

“In addition to the above, the Scottish FA has also received the necessary financial information requested and this is being considered as part of the application process.  Subject to the completion of all legal documentation, we anticipate transfer of membership next week.”

Of course it will have an effect. OK, we will be able to buy in some players to make us compete this year, but by the time the embargo ends we wont be able to buy anyone else till the winter transfer window of the 2013-14 season. Meanwhile it's been announced that the SFL clubs who wanted us out (quite right too I may add, i have no problem with that decision) now want a slice of the media money that we will generate in the SFL. It should be the clubs in the SFL who get a share to spread some money throughout the leagues as we progress (which we will, no matter what some people want), not the greedy clubs in the SPL.

If I was a Celtic fan I'd be very wary of what will come. The voting set up previously gave the OF a veto, with this gone the clubs outwith Glasgow will turn their greedy eyes on the revenue that Celtic generate, voting together to take a larger share. The greed in the SPL will bring down football in this country.

Yeah, I'm a Celtic Supporter and I'm with Early ball on this one. The stranglehold the old firm had on Scottish football was part of what was killing the game here. Celtic might claim generating revenue, but actually, organise a football match with only one team and see how many people come to watch it. Or imagine a league of only two clubs and an old firm derby every week. I bet that wouldn't generate much revenue. Celtic and Rangers need the other clubs. Maybe now they'll start to realise that.

And if the TV money is spread around a bit more we should see those other teams raise thir game and we should end up with a more competative league. That should actually be good for Celtic in the long run (and Rangers when they return) because the better competition is in the SPL the better they'll do in Europe. And that's a good thing.

I cant disagree wityh this, that's why I believe the money that Rangers will generate for media rights whilst in the SFL should be spread about SFL clubs. However, it is my opinion that one of the major reasons for the demise of standards of football in Scotland was the size of the league. We should have expanded to a 14 or 16 team league years ago, however too many greedy chairmen didnt want to lose out on games against the old firm, and also didnt want the TV deal being devalued as there would have been less OF games. We cannot trust the people running our game.

SFA registration rules state that payments received by a player solely relating to his playing activities must be fully recorded and declared.
If that does not happen, the player has been improperly registered and the norm then is for the player's team to forfeit any match in which he has participated.
Rangers won the SPL four times in the EBT period in question, in 2003, 2005, 2009 and 2010.

The rumour is that Sevco are interested in signing Gary Teale. As a St Mirren fan I can only hope the rumour is true and hope that the embargo is lifted.

I thought, due to some irregularity, (and I admit I have no idea what that means!)the next Summer window does not finish until midnight September 1st 2013, so Rangers could use the whole summer to set up transfers and then complete the paperwork on the last day, after the ban ends. That effectively makes this a ban on siging during January only, and therefore some would argue, not much of a punishment at all.

I also read Jim Traynors suggestions that Rangers might opt not to go back into the SPL and therefore keep all the revenue they generate from returning to the SPL with them. Absolute Tosh! Rangers do not want to be a first division team who only get to paly in Europe if they win the cup. That's just daft. They'd fail to attract top players if they couldn't get into Europe, and even the best first division players would probably think twice about signing for them if another option was a team who WOULD accept promotion to the SPL.

Come on Jim, my four year old makesup more believable stories!!!

So the SPL clubs want shot of Rangers but wan the money the generate just the same, talk about parasites. But all of them better remember what they voted for, as when they fall foul and delve into bankruptcy, the same rules will apply
