The SNP has decried Labour leader Johann Lamont for "trying to have it both ways" on council tax, after Labour joined forces with the Tories in Stirling Council this week to force through a 1 per cent council tax cut in the council's budget.  The decision of the Labour group in Stirling is the latest move in the shifting sands of Labour's stance on the tax.

The SNP have challenged Johann Lamont to say where she and her party now stand on the council tax.  

Labour has previously taken a wide variety of positions on council tax. The party's 2011 manifesto included a promise to freeze council tax for two years, but a number of Labour politicians - including Ms Lamont - have also criticised the council tax freeze and called for it be scrapped.  

In the aftermath of Labour's defeat in the May 2011 Holyrood elections, Ms Lamont called the council tax freeze "unrealistic" and claiming it would "hammer public services".  Speaking during the Labour leadership campaign last year, Ms Lamont called the Scottish government's council tax freeze "reckless" and said it should be scrapped.  

In 2010 leader of the Labour group on Glasgow City Council, Cllr Gordon Matheson, said that said he needed the option of raising extra cash from council tax in order to offset spending cuts, as the city seeks savings of £180 million over the next three years.

However despite such high profile interventions from the Labour party decrying the Scottish government's council tax freeze, and demands from Labour's local councillors that they must be given the option to increase the tax, the Labour group in Stirling has now allied itself with the Conservatives in order to push through a tax cut.  The move leaves Labour policy on the tax even less coherent than it was.  

Ms Lamont has made no public statement on Labour's policy on the tax since the Stirling vote.  She is now coming under severe pressure to clarify Labour's position.

James Dornan, SNP MSP for Glasgow Cathcart, said:

"Johann Lamont must now spell out Labour's policy on the council tax. Does she back the council tax cut that the Labour-Tory pact in Stirling forced through this week?

"Labour's position on the council tax has always been wildly inconsistent and confused. At various times they have opposed a freeze, backed a freeze, opposed a freeze again - and now they are actually cutting council tax.

"Does Johann Lamont back the actions of her party's Stirling councillors? Or does she agree with those Labour politicians who want to scrap the SNP government's council tax freeze, which is providing invaluable help for hard-pressed households across Scotland? She can't have it both ways.

"The fact is that Labour's credibility on the council tax has always been very shaky - but this week's events have destroyed it completely.

"In contrast, the SNP has funded councils well in the financial circumstances we face and we have given families 5 years of a sustainable and affordable council tax freeze. The SNP has delivered responsible budgets for councils and families."

I assume this is a strategy to thawrt a new administration in May. They have obviously accepted defeat in the local elections. Such a small decrease is not going to make the difference to those who pay it however it will be collectively a reduction in the ability to pay for services as 1% of the whole must add up to a lot of £££.

The British Labour Party truly want to damage services for people in Scotland. It's all that I can think of to explain this.

I will never forget Liam Byrne's joco wee apology that the Treasury had no money left. No consideration given to what the lack of services will mean for ordinary people (or should I be using the term "little people"?). I presume that the Labour and Tory councillors are hoping that the people will forget who is responsible and so blame the incoming SNP administration when services have to be cut in response to the tax cut.

I have to admit to coming to the conclusion that Johann Lamont's position as "leader" of Scottish Labour currently is, or is on the verge of becoming,untenable!

1) Johann Lamont "creates" a totally false "rape" to attack A.S. only to be found out within days......No Apology!

2)G.C.C. councillor has her son's "employment" threatened by a fellow Labour councillor......No Investigation!.....No Comment!.....No Apology!

3)J.L. accuses the Scottish government of not using steel from Scotland on new bridge. No Scottish firm apparently ap;plied to supply the steel, not surprising as I understand we no longer produce steel.....No Apology!

4)Labour councillor sends abusive tweets about SNP MSP.....No Investigation!......No Comment!......No Apology!

5)Scottish MP goes berserk in Westminster.....No Investigation!.....No comment!.....No Apology!

6) Labour councillors in Stirling "support" the Tories in passing a budget that includes a 1% cut! despite J.L. constantly attacking the S.G. and their Council Tax FREEZE!.......No Comment!.....No Apology!

How much longer do we the Scottish electorate have to put up with this pathetic behaviour of the Scottish Labour "leadership" before something is done!

At least someone is being hard on Lamont. To remain silent on things going on in her own party which she is supposed to be leader of is unacceptable. And 'keeping their powder dry'? If Lamonts powder was any drier it would spontaneously combust.

Lamont will find that there will come a point when even the MSM will have to report on her consistent silence on big issues.

I think the rationale has to be ....whatever damage is percieved to be being done to 'Scottish Labour' by her not commenting on these important issues the calculation would appear to be that it is less than what it might be by having her scrutinised in public.

With an assumed attitude like that jafurn you can only deduce one thing.

Labour are TERRIFIED!

Not only that but they are now in a Lose/Lose situation.

If they now start to come out and make comments on anything then they are sure to be pushed on the situations I've highlighted above.... Labour lose face!

The longer they stay stumm the more pressure is put upon them, eventually cracks will appear and the Labour party will disintegrate!

I think, as some one else has said this is just guess work.

With everything else that is going on in Scotland in 2014 I think it wouldn't be too hard to pick October as the month.

Having picked the month you are now down to the day. Usually it would be a Thursday, however as we all know the Scottish government is putting "out there" the idea of holding the referendum on a Saturday. With that in mind I think you can safely pick the Saturday that is the middle of the month. That should leave roughly about a month after the golf in September before the "GREAT DAY!"

Just remember we are talking about a newspaper here and they all love to speculate, and that, in my view, is all this is speculation.

Obviously the date will be officially announced in Holyrood, but I don't expect the actual date to be announced for quite some time to come!

I know this is the Sun and so we shouldn't expect quality journalism, but is there not a contradiction here?

electoral rules ban weekend votes along with "Christmas Eve, Christmas Day, Good Friday and bank holidays in any part of the UK"...But there's no legal reason why polls can't be held on a Saturday.

I think the Scottish government is a lot smarter than that C2. As I said above I think this date is just pure speculation by the Sun.

Until A.S. makes the date official all we know for certain is that the date will be in the Autumn of 2014.

I'm guessing the public sector employees made redundant in the cuts that will inevitably follow the council tax cut won't be too impressed with a £12 bribe either. But there'll only be a few, so they won't trouble Labour's majority. Or their thinking. Or their conscience.

Oh dearie me, a boost from the record is tantamount to a vote of confidence in a football manager by the board.

It's a distraction folks look ,'. . over here, isn't she great isn't she wonderful. .don't look over there at the horrendous mess that her party is in or ask her why she has refused to even comment on a series of disgraceful actions / comments from members of her party in recent months.

A humble woman who has much to be humble about, completely out of her depth, pushed to the front of a group of prospective labour leaders by the rest taking a step back leaving her in pole position to preside over the wreck that is Labour in Scotland.

Come on Ms Lamont have you any comment to make about anything that doesn't include

Prime example there of the press working for labour. lamont continuing her efforts to be seen as a 'working mum/ ordinary every day folk, just the same as the rest of Scotland.'

Let's hope her mince is better than her political nous.

This is definitely an article to keep when lamont starts shrieking about AS and his relationship with Murdoch, we can point this out too her.

O/T but referring to the "no Scottish steel" allegations of Lamont, interesting article on the London Crossrail tender in the Guardian:
